This page is of questionable balance. Reason: The LA / CR adjustment doesn't work since it doesn't take into account a creatures special qualities. Even with the penalties, a cursed wraith shouldn't go from CR 5 to CR 1/2. A PC Wizard could start play at level 5 (ECL 1) with access to 3rd level spells, the reduced attack and defenses doesn't matter a great deal.

3e Summary::A Kender Cursed is someone with bad kender blood in their veins. Bad kender blood is like a literal curse.
Plagued with bad luck, a Kender Cursed is haunted by his bad blood. Forcing him to live a cursed and unhappy life.
Creating a Kender Cursed
This template is an inherited template, that happens to people randomly. Some creatures with this template don't even have Kender in their family, that they know of.
Hit Dice
All class or racial hit die become one step lower. (d12 to d10, d6 to d4, d4 to d2, etc.) Kender Cursed don't have high hit die.
Armor Class
-4 luck penalty to Ac.
Attack
-4 to hit.
Special Qualities
Kender Cursed take an additional +2 damage from all attacks made against them.
Abilities
Kender Cursed take a -2 to Dex and Con
Organization
Usually solitary.
Challenge Rating
CR-4
Alignment
Usually chaotic.
