Smile. Jeff the Killer imbues his psychotic smile with insane energy. any creature who can see the smile must succeed on a DC 10 Wisdom saving throw or be affected with long-term madness and be afraid of Jeff.

Jeff the Killer (AKA Jeffery Woods) was once a mild-mannered young boy before a group of bullies, a bottle of bleach and vodka, and a fire drove him crazy. His skin became ghostly white, and his once-brown hair burned black. His insanity drove him to burn off his eyelids so he could always look at himself, and he cut a permanent smile on his face so he would always be "happy". He became violent and homicidal, trying to kill and mutilate those he wanted to be as "happy" as him, even to the length of killing his parents and fatally wounding his brother, Liu, who swore revenge. Now he lurks through the shadows, his only warning is one phrase, "Go to sleep."

gollark: Not sure what 1 means.
gollark: The second one appears to be caused by less work (→ less income taxes, having to subsidize furlough stuff etc), and less economic activity generally (→ less tax), as well as having probably significant expenses on doing testing and tracing and all that.
