Legendary Resistance (3/Day). If Drakuseth fails a saving throw, he can choose to succeed instead.

Spellcasting. Drakuseth is a 9th-level spellcaster. His spellcasting ability is Intelligence (spell save DC 17, +8 to hit with spell attacks). Drakuseth has the following wizard spells prepared:

Cantrips (at will): fire bolt, light, mage hand, prestidigitation, shocking grasp
1st level (4 slots): detect magic, magic missile, shield
2nd level (3 slots): misty step, scorching ray, suggestion
3rd level (3 slots): counterspell, dispel magic, fireball, bestow curse
4th level (3 slots): fire shield, greater invisibility, stoneskin
5th level (2 slots): cone of cold, wall of force

ACTIONS

Multiattack. Drakuseth can use his Frightful Presence. He then makes three attacks: one with his bite and two with his claws.

Bite. Melee Weapon Attack: +17 to hit, reach 15 ft., one target. Hit: 21 (2d10 + 10) piercing damage plus 14 (4d6) fire damage. The target must make a DC 25 Constitution saving throw. On a failure, the creature becomes affected with flame venom.

Claw. Melee Weapon Attack: +17 to hit, reach 20 ft., one target. Hit: 17 (2d6 + 10) slashing damage.

Tail. Melee Weapon Attack: +17 to hit, reach 30 ft., one target. Hit: 19 (2d8 + 10) bludgeoning damage.

Frightful Presence. Each creature of Drakuseth's choice that is within 120 feet of Drakuseth and aware of it must succeed on a DC 23 Wisdom saving throw or become frighted for 2 minutes. A creature can repeat the saving throw at the end of each of its turns, ending the effect on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to Drakuseth's Frightful Presence for the next 12 hours.

Fire Breath (Recharge 3-6). Drakuseth exhales fire in a 180-foot cone. Each creature in that area must make DC 26 Dexterity saving throw, taking 182 (26d12) on a failed save, or half as much damage on a successful one.

Change Shape. Drakuseth magically transforms into a humanoid or beast that has a challenge rating no higher than his own, or back into his true form. He reverts to true form if he dies. Any equipment he is wearing or carrying is absorbed or borne by the new form (Drakuseth's choice). In a new form, Drakuseth retains his alignment, hit points, hit dice, ability to speak, proficiencies, legendary resistance, lair actions, Intelligence, Wisdom, and Charisma scores, as well as his spellcasting and this feature. His statistics and capabilities are otherwise replaced by those of the new form.

LEGENDARY ACTIONS

Drakuseth can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Drakuseth regains spent legendary actions at the start of his turn.

Detect. Drakuseth makes a Wisdom (Perception) check.
Cantrip. Drakuseth casts a cantrip.
Wing Attack (Costs 2 Actions). Drakuseth beats his wings. Each creature within 15 feet of Drakuseth must succeed on a DC 25 Dexterity saving throw or take 17 (2d6 + 10) bludgeoning damage and be knocked prone. Drakuseth can then fly up to half his flying speed.

A powerful creature; Drakuseth, Maw of Flames; is the rightful king of the chromatic dragons. His palace, the deepest volcano in the multiverse, is located within the fountains of creation. His palace can be easily entered through a door in a volcano, located in a town within Oerth. This town is partially run by Drakuseth, who is a part of the council. Drakuseth has great knowledge and strength, competing with Tiamat for rule. Tiamat and Drakuseth have fought many intense battles, often without a victor. Eventually these battles became too much for the gods to handle, and arranged to permanently imprison both of them. However, Drakuseth heard of this plan and was able to convince the gods to only imprison Tiamat. Tiamat was imprisoned within Avernus, and Drakuseth was deemed king of the chromatic dragons. Not all dragons accepted his rule, and created the cult of Tiamat. Drakuseth has ruled for over a millennium, trying his best to keep peace between the chromatic dragons and preventing Tiamat from entering this world. Drakuseth has many worshipers, including all types of dragons, the dragonborn, the kobolds, and many humans; including his human daughter, Hellkite. He is a force to be reckoned with.
