Call Rain (3.5e Spell)
You change the weather in the area to drenching rain. It takes an action to cast the spell, which takes 5 minutes to cause the effect.

After 5 minutes, you can see the gray clouds gathered above you, and it starts to downpour. This squall-like rain puts out torches, campfires, exposed lanterns, and other open flames of nonmagical origin. All fire spells are also dispelled, as if by Dispel Magic cast with your caster level. Creatures of Fire subtype take 4d6 points of damage per round while they are within the area. All thirst effects are negated.
While it is raining, the caster can focus rain in one area more than in other areas. Once per round, the caster can choose numbers of square equal to half of the caster level. All chosen squares must be within 120ft. of the caster. Creatures in selected squares take 4d6 bludgeoning damage, which is halved with a successful reflex save.
This spell does not cause the winds or any other weather tendencies to change. Anyone who casts Control Weather can remove this rain.
