Alternate Character Interpretation: Maybe Shoobz is chasing her because he wants to help Tupu, e.g. find a home for her. It can't be pleasant living on your own in Central Park.

Fridge Logic: If Tupu has been living in the park all her life, where did she get her clothes from?
