The comic is set in an Alternate Universe of Axe Cop where nobody has superpowers
It is pretty obvious that Dickinson Killdeer is the Axe Cop, and the Flute Cop's appearance was lampshaded to hell and back (and the last update revealed him to own a flute and dream about the Axe Cop universe - Or Was It a Dream?). Somebody also tweeted about Joel looking like Abraham Lincoln, which could mean that the Alternate Universe was created at the moment when Axe Cop brought Lincoln to our time to marry him.
