Although there are no exclusive elections held for the Municipal Council, the body comprises councillors from district municipalities (Turkish: İlçe Belediyeleri) of Istanbul. After local elections, one-fifth of the elected district councillors jointly represent their district with their district's Mayor.

The elected metropolitan mayor serves as the President of the Council until their term ends.
