Kelly is the State Senator for the 21st Senate District since 2011, representing part of the Naugatuck River Valley in the Connecticut Senate, including the towns of Monroe (part), Seymour (part), Shelton (part), and Stratford (part).

Kelly earned a B.A. from Assumption College in 1982, an M.A. from Fairfield University in 1985, attended Notre Dame Law School, Concannon Programme of International Law in London, United Kingdom and earned a J.D. from University of Connecticut School of Law in 1997.
