WHO Global Preparedness Monitoring Board
The WHO Global Preparedness Monitoring Board is a joint arm of the WHO[1] and the World Bank.[2]
Synopsis
The GPMB are concerned that "at any time, an emerging, lethal, and highly transmissible pathogen might pose a risk of being spread globally because of the interconnectedness of the global population."[3]

In April 2020, Boyd, Baker and Wilson remarked that the "WHO Global Preparedness Monitoring Board Report 2019 repeatedly notes widespread lack of preparedness for a significant pandemic".[1]

gollark: Any particular improvement might not work, but I would be *very very surprised* if people several hundred years ago just happened to stumble on the optimal court system.
gollark: *An* issue is that sentencing can vary significantly based on judges' arbitrary opinions and how they are feeling. So maybe if you averaged over multiple judges once the facts of the case were determined it would help. Although there are a lot of ways for that to go wrong (messing with the framing of those and such).
