WHL Plus-Minus Award

The Plus-Minus Award is given annually to the player who finishes with the top plus/minus in the Western Hockey League. It has been awarded since 1987.

gollark: i.e. if I tried to just pass a mutable reference to a map to all of the stuff I run in different threads, it'd be a compiler error, so instead it's a `Arc<Mutex<T>>`.
