“Sumgayit Chemical Industrial Park” LLC (Azerbaijani: “Sumqayıt Kimya Sənaye Parkı” MMC) is a managing organization of Sumgayit Chemical, Mingachevir, Garadagh and Pirallahi Industrial Parks operating in Azerbaijan.[1]

History

Sumgayit Chemical Industrial Park LLC, operating under the Ministry of Economy, was established by the Decree №548 dated December 21, 2011 of the President of Azerbaijan Ilham Aliyev on December 21, 2011, registered on May 11, 2012.[2] [3]

Industrial parks are an area that has the necessary infrastructure and management structures for entrepreneurial activity, which is used for the production and service of a competitive product through the use of modern technology, which facilitates the efficient operation and development of entrepreneurs.[4]

Sumgait Chemical Industrial Park

Sumgayit Chemical Industrial Park was established by the Decree of the President of Azerbaijan Ilham Aliyev on December 21, 2011.[2] The Sumgayit Chemical Industrial Park located in Sumgayit city with a huge infrastructure, has an area of 508.14 hectares. Enterprises producing and processing competitive products (works, services) in the petrochemical and other priority industries are established on the territory of the industrial park.

On October 3, 2013, the groundbreaking ceremony of the Sumgayit Chemical Industrial Park was held with the participation of the Head of State.[20] On October 25, 2015, the opening ceremony of the technical equipment plant of Azertechnolin LLC and the foundation-laying ceremony of High Density Polyethylene (HDPE) plant of SOCAR Polymer LLC took place in Sumgait Chemical Industrial Park.[21] on December 15, 2017, the foundation-laying ceremonies of 3 enterprises and openings of 4 enterprises took place in Sumgayit Chemical Industrial Park.[22]

On July 18, 2018, the polypropylene (PP) production plant was opened at SOCAR Polymer LLC, the resident of Sumgait Chemical Industrial Park.[23] On November 16, 2018, ferroalloy plant, tobacco factory and construction chemicals plant were opened in the Park.[24][25][26]

On January 16, 2019, carbamide plant, and on February 18, 2019, high-density polyethylene (HDPE) production plant were opened in the Park.[27]

On April 6, 2020, a medical masks manufacturing enterprise established by Baku Textile Factory LLC was opened in the Park. [28]

Pirallahi Industrial Park

Pirallahi Industrial Park was established under the Decree №2336 dated September 14, 2016 of the President of the Republic.[29] The territory of Pirallahi Industrial Park is 30 hectares. Pirallahi Industrial Park is an area in which there is the necessary infrastructure and management structures to support entrepreneurial activity and development through the use of modern technologies to produce competitive products and services in industry, including pharmaceuticals, as well as to create processing facilities.

On May 16, 2019, the head of state visited Pirallahi Industrial Park and took part in the opening ceremony of syringes production plant Diamed Co LLC.[34] On December 9, 2019, there was held in industrial park the opening ceremony of Azerbaijan-Russian joint pharmaceutical venture R-Pharm LLC specializing in the production of medicines.[35]

Mingachevir Industrial Park

Mingachevir Industrial Park was established under the Decree №1077 dated February 26, 2015 of the President of the Republic of Azerbaijan.[36] The territory of Mingachevir Industrial Park is 26 hectares. Mingachevir Industrial Park specializes in light industry, textile industry. There is 1 resident in Mingachevir Industrial Park: Mingachevir Textile LLC[37]

On September 21, 2016, there was held the foundation-laying ceremony of the Mingachevir Industrial Park.[38] On February 27, 2018, the opening ceremony of two cotton yarn producing enterprises of Mingachevir Textile LLC was held in Mingachevir Industrial Park.[39]

Garadagh Industrial Park

Garadagh Industrial Park was established under the Decree №1255 dated June 3, 2015 of the President of Azerbaijan.[40] The territory of Garadagh Industrial Park, located on the 25th kilometer of the Baku-Astara highway of the Qaradagh district of Baku, is 72 hectares. Garadagh Industrial Park is an area in which there is the necessary infrastructure and management structures for entrepreneurial activity, which contributes to the efficient work and development of entrepreneurs, used for the organization of services and development of competitive shipbuilding and other industries.

There is 1 resident in Garadagh Industrial Park: Baku Shipyard LLC.[41] On September 20, 2013, with the participation of Ilham Aliyev the opening ceremony of a shipbuilding plant was held in Garadagh district of Baku.[42] On August 26, 2015, Garadagh Industrial Park was given the status of a resident.[43]

Incentives of industrial parks
  • Development of industrial production competitiveness by the means of innovative and high technologies, creation of favorable conditions for providing services and support of entrepreneurship in this area;
  • Ensuring the stable development of economy, including the non-oil sector;
  • Creation of favorable conditions for domestic and foreign investments;
  • Increasing of industrial employment of the population.

Tax incentives are applied for residents of industrial parks. Residents of industrial parks are exempted from income tax, land tax, property tax, and VAT from the import of machinery, plants and technological equipment imported for industrial purposes for a period of 10 years and customs duties for a period of 7 years. In addition, the development of technical infrastructure network required for production is subsidized from the state budget.[44]
