Carter has testified before Congress about Indiana's law and has spoken to the Federal Communications Commission to protect Indiana's law from national preemption. As a native of Lake County, Indiana, public corruption was a major focus during Carter's tenure in office.

Carter ran for Attorney General in 2016.[3][4] However, he lost to Curtis Hill at the Republican state convention on June 11, 2016.[5][6]
