The Sindh Services, General Administration, Coordination Department (SGA&CD) the core department of the Government of Sindh. It is under the guidance of Chief Secretary Sindh.

The SGA&CD department consists of the Services Wing headed by Additional Chief Secretary Services Muhammad Iqbal Memon, General Administration Wing headed by Secretary Saeed Ahmed, Inter-Provincial Coordination Wing, the Training Management. Research Wing headed by Additional Chief Secretary Navid Sheikh, along with other wings. All the wings are headed by either their Secretary while powerful wings such as the Services Wing is usually headed by an Additional Chief Secretary.

The Services Wing is the largest Wing of the SGA.CD. and the current Additional Chief Secretary is Muhammad Iqbal Memon. The department deals with all the matters of postings, promotions, and transfers in the Government of Sindh. This posting is given to a senior Officer in the Pakistan Administrative Service usually of the elite rank of BS-21[1]. The current Additional Chief Secretary Services is Mr. Muhammad Iqbal Memon, an officer of the supreme Pakistan Administrative Service in the elite Grade 21 [2]. It is viable to mention that this wing remains in extremely close contact with both the Chief Secretary and Chief Minister. [3][4] This posting is extremely coveted as powerful bureaucrats such as Asif Hyder Shah (PAS) and Iqbal Hussain Durrani (PAS) have been heads of the Services Wing.

The Services Wing is regarded to be the provincial equivalent of the Federal Establishment Division. With such an active role in the civil servants' promotions topped with the all-important task of controlling the postings of civil servants makes the Services Secretary or Additional Chief Secretary one of the most important posting in the Government of Sindh.

Due to having such an important role and being in close contact with the Chief Minister and Chief Secretary, the Additional Chief Secretary Services is considered to as one of the most senior Additional Chief Secretary in the Provincial Government, and for this reason the Additional Chief Secretary Services is a senior member in the Secretaries’ Committee[5] (Sindh).

The Additional Chief Secretary Services is also a member in a Committee which compromises of certain Additional Chief Secretaries, Chairman Planning and Development Board and Senior Member Board of Revenue, all headed by the Chief Secretary to decide promotions of Provincial Service(s) Officers.

The Additional Chief Secretary Services is also a member of the Selection Board alongside notably the Secretary Finance being a members, the Chief Secretary being the Senior Member under the chairmanship of the Chief Minister.

Additional Chief Secretary Services Mr. Muhammad Iqbal Memon has also been appointed the as Hon'ble Chairman and Acting Secretary of an Inquiry Commission approved by the Chief Minister Sindh "to scrutinise the process of combined competitive examinations 2003 conducted by CPSC"[4] an on-going matter. The high-level Inquiry Commission is led by ACS Services Mr. Muhammad Iqbal Memon (PAS) (BS-21) as Hon'ble Chairman and Acting Secretary. The high-level Inquiry Commission also includes Secretary Law Department Manzoor Rizvi and Member Sindh Public Service Commission Ghulam Shabbir Sheikh with the approval of the Chief Minister and Chief Secretary (Sindh).

Under the General Administration wing come the Government of Sindh 'Protocol Cell'. The G.A. wing is also in charge of all Government Official residences along with the Official vehicles. However some of the main functions of the department are to approve funds before being sent to the Finance Department, dealing with the Benevolent Fund along with a few other things. Almost all Government assets come under the General Administration Secretary, notably such as the Government Officers Residence Colony, Sindh Government Officers Club, Chief Ministers Helicopter Flight GoS. The most sensitive affair of the General Administration Wing is to formulate the minutes of Cabinet Meetings and to get them approved by the Chief Minister and Chief Secretary. The current Secretary of the Department is Mr. Saeed Ahmed Mangnejo[2], and Officer of the Secretariat Service (BS-20).[3]

It is viable to mention that Additional Chief Secretary Muhammad Iqbal Memon (PAS) has also served as Secretary General Administration.
