It was established in 1996, with the preamble stating:

Recalling the entry into force of the United Nations Convention on the Law of the Sea, 1982, on 16 November 1994, and

Having decided upon the adoption of certain proposals with regard to the revision of the Placing of Seamen Convention, 1920, ..

Ratifications

As of 2013, the convention had been ratified by 10 states. However, all but two of these states (Ireland and Nigeria) have subsequently denounced it.

gollark: You have to `bind` and `connect` still, and there seem to be separate "receive from" and "send to" things anyway, and there's a special "join_multicast_v6" thing, and with multicast stuff you have to worry about different interfaces and somehow binding to different addresses than the one you actually want to listen on and it returns useless errors and is generally aææææææææææa.
