Muni Lall

Muni Lall is a former Union minister of state of India. He was minister of state for labour and employment in Third Vajpayee Ministry. A leader of Bharatiya Janata Party he was elected to 11th,12th and 13th Lok Sabha from Sasaram in Bihar. He was born in Bhojpur in 1938 and was graduated from Patna University.

Shri Muni Lall, Ex-Minister of State for Labour & Employment and Ex-Member of parliament, Lok Sabha joined the Union Government with 26 years of rich administrative experience. A Bureaucrat-turned-Politician, Shri Muni Lall joined politics in 1996 after resigning his IAS job. He made his maiden entry into the Lok Sabha in 1996 by winning election in Sasaram national Leaders Late Shri Jagjivan Ram for 42 years. With no looking back, Shri Muni Lall thereafter won all successive elections from the same Constituency with handsome margins thrice.

During his Bureaucratic career in Bihar Government, Shri Muni Lall was involved in the development of the State in various capacities. He did a lot for the welfare and development of tribals during his 5-year tenure as Managing Director, Bihar State Tribal Development Corporation. Shri Muni Lall was also instrumental in setting uo 400 small and medium scale industries in Bokaro as the M.D. Bokaro, the Industrial City of Bihar completely enjoyed peace & proper Law & Order. He held the planning and Development, Government of Bihar before joining politics.

Sh. Muni Lall secure B.A Hons. (Eco.) and master's degree in Economics. In fact Shri Muni Lall got admission London school of Economics and Delhi School of Economics but due to pecuniary problems he had to contend with otherwise. The subject of research for his PH.D. Degree was "Development of Tribals through Co-operativization." He could not submit thesis for approval.

Imperatively Shri Muni Lall had developed the impulse and reasoning of linking up the grass roots realities of socio economic problems in India, both rural & Urban, Particularly in the field of economic of development, employment, labour problems, poverty and management of finance, particularly public finance with various instruments like Budget, External Borrowings, Internal capital accumulation, savings, investments et.c. His perception of globalization, liberalization of economy & in the wake of these policies how they affect the Developing and Developed countries of the world is of curious study material for him.

B.A. (Hons.) in Economics from Patna University. M.A. in Economics. Completed Research work for Ph.D. Degree for "Development of Tribals through Co-operativization". But could not submit for approval.

Held the post of Sub-Divisional officer, Land Reforms in Bihar Government. Held the post of S.D.O & S.D.M. Sasaram in Rohtas District. and Dhanbad (Chas) in the District. Of Dhanbad, Govt. of Bihar for 5 Years. Held the post of Additional District magistrate, Supply & Rationing In the District. Of Dhanbad. Held the post of Managing Director, Bihar State Tribal Development Corporation, Ranchi, Bihar for 5 years: Did lot of Development and Welfare work for the Tribals. Held the post of Managing Director, Bihat State Hill Area Lift, Irrigation Corporation, Govt. of Bihar, Ranchi for 1 ½ Years. Improved the irrigation system in Hilly tracks. Held the post of Managing Director, Bokaro Industrial Area Development Authority, Bokaro, Govt.of Bihar for 6 years. Establish 400 small and medium scale industries. Held the post of Deputy Commissioner and District Magistrate in District. Bokaro, Govt. of Bihar. Did a lot for leprosy eradication and rehabilitation in Bokaro. Held the post of Additional secretary, Special Secretary and also officiates as Secretary in the Department of Planning & Development, Govt. of Bihar. Resigned from Bihar government Service in the year 1996 after serving for 26 years and joined BJP.


Political Activities

Seek general election for Parliament from Sasaram Constituency in Bihar for 11th Lok Sabha from where Late Shri Jagjivan Ram Represented for 42 years and won the seat for B.J.P. first time. Again seek election from same Constituency and won by the Margin of about 88 thousand votes. Again 3rd time consecutively emerged victorious from the same Constituency.

Party Assignment

Party entrusted the responsibility of National President, Scheduled Caste Morcha, B.J.P. and successfully organized, motivated and brought the Scheduled Caste Community in the folds of B.J.P.

Work Plan

After appointment as a Minister, culling out from past administrative Experience, work plans were made for many welfare, development And administrative schemes in the Labour Ministry to give a human Touch and win over the love & sympathies of millions of workers as Till now the labour Ministry’s functioning happened to be only ‘regulatory’. Efforts were made to draw plans for emigration labour welfare activities as they being the source of foreign exchange earnings, computerization of emigration procedure, opening up of community portal for emigration workers ‘e’ enabling the emigration process, opening up to web sites and data management system of the labourers working abroad.

Millions of workers working in organized sector within the country to be benefited by using appropriate science and technology components in matters of provident fund accounting, delivery of pensions and payment of gratuity by using smart cards which are made efficient and effective compared with the existing identity card system.

Employees’ State Insurance Corporation, which takes care of medical health of the workers, asked to plan introduction of most essential preventive vaccinations for the labour families.

Plans were asked development of national grid of employment exchanges with cost effective measures by inter-connecting employment exchanges dispersed throughout the country.

Plan to open web sites of up-to-date labour laws and related issues of the labourers by the Ministry to benefit the Trade Unions and to provide them kiosks to build goodwill between the Government and workers.

Employment News and other labour & employment related magazines, which are presently under the control of different Ministries planned to be transferred to the Ministry of Labour for better coordination.

Plans were asked to be submitted in the field of safety of labourers working mines and the mines modernization.

Schemes were asked to be submitted for devising welfare measures to the agricultural labourers and other semi organized and unorganized labourers.

Attended at least 15 conferences and delivered speeches as Chief Guest in ASSOCHAM, Universities and Social organizations.

1996 :- Elected to the 11th Lok Sabha. 1996-97 :- Member, Standing Committee on Energy. Member, Consultative Committee, Ministry of Coal. 1998 :- Re-elected 12th Lok Sabha (2nd term) 1998-99 :- Member, standing Committee on Industry. Member, Committee on Welfare of Scheduled Caste and Scheduled Tribes (Elected). 1999 :- Re-elected 13th Lok Sabha (3rd term).Union Minister of State for Labour & Employment.
