Minembwe is made up of localities whose majority group is Babembe, followed by Bafuliiru, Banyindu. Some of these localities have been erected in the Rural Commune which is currently disputed by the Banyamulenge rebel groups, Gumino and Twiganeho. In 1999, Minembwe was established as Territory alongside Bunyakiri in Kalehe territory. The two territories were established under the administration of the region by the Rassemblement congolais pour la Democratie in the years 1999-2000. The recognition of these two territorial entities is a source of tension between the various components of the Transitional Government at the beginning of 2006. Minembwe was invaded during the second Congolese war by the Rwandan army, which favored the massive arrival of Rwandan Tutsis. Thus increasing the numbers Tutsi called "Banyamulenge".

Protests have filed in regards to the creation of the two territories from the territory of Fizi by the RDC.[1][2]
