Isgender Mulikov
Isgender Handurdyevich Mulikov (Turkmen: Isgender Handurdýyewiç Mülikow) is a Turkmen politician who was Minister of Internal Affairs from 2009 to 2019.
Bigoraphy
He was born in the city of Ashgabat in 1975. In 1996, he graduated from the Higher School of the Ministry of Internal Affairs, with a degree in law. He then began working in various positions in structural divisions of the Ministry of Internal Affairs. Until February 2009, he worked as Deputy Minister of Internal Affairs. From 27 February to May 2009, he was the head of the Police Department of Dashoguz.[1] On 29 May 2009, he became the Minister of Internal Affairs by a separate decree of President Gurbanguly Berdimuhamedow, being was awarded the special rank of Police Lieutenant Colonel at the same time.[2] In November 2009, he received a severe reprimand.[3] He was re-approved as Minister on 28 February 2012. In April 2013, he was demoted from the rank of Major General to Colonel for improper management of subordinate services.[4] He was dismissed in October 2019 for similar reasons. In his dismissal, President Berdimuhamedow publicly ridiculed him, stripping him of his awards and demoting him to the rank of Major, to which his successor could decide his fate.[5]
