History
The bank was founded as the C. T. Herring Banking Company by Colonel Cornelius T. Herring in Vernon, Texas in 1899.[2][3] It was later known as the Herring National Bank.[1] It was chartered by the United States Department of the Treasury in 1903.[2] It was renamed Herring Bank in 2005.[1]

gollark: The internet does routing, as far as I know, in a mostly noncentralized way through something something BGP. IP addresses are centrally allocated, but they don't *have* to be done that way (although the design of the routing stuff requires it I think?).
