History

Originally, the administration of Devon County Council was conducted from Rougemont Castle[2] and meetings of the Council were held in a courtroom there.[3] A new site was selected in the grounds of Bellair House, a mansion rebuilt around 1700 by the merchant John Vowler, and the adjoining early Victorian house, Coaver.[4] The houses were incorporated in the council's campus; Coaver houses the main social club.[5] The main building was designed by Donald McMorran in the neo-classical style and built between 1958 and 1964.[5] An additional block was completed in 1984.[4]
