Civic society
In the United Kingdom, a civic society is a voluntary body or society which aims to represent the needs of a local community. Some also take the role of an amenity society.
A civic society may campaign for high standards of planning of new buildings or traffic schemes, conservation of historic buildings, and may present awards for good standards. They may organise litter collections or "best kept village" cleanups.[1]
Civic Voice
Civic Voice replaced the former Civic Trust and acts as an umbrella organisation for a large number of local civic and amenity societies.

I think it should probably just be represented as a graph for most operations, but I have no idea how to actually build one (incrementally/lazily) for it. Some page on the HyperRogue says that you can identify tiles by a path from the origin, but I don't know how you would make a canonical form for those/check if they are equal to each other.
gollark: Clearly you had expectations. Stop having those.

gollark: Oh, well, I meant something like "producing bees" or maybe "utilizing bees".
gollark: No. I will. Not.
