It was played as a double-elimination tournament whereby a team that lost two consecutive games would be eliminated, with the teams that were knocked out earliest being relegated. Maslahat Naqil Al-Rukab won their first title, and the first title in the history of the teams that were later merged to form Amanat Baghdad. They beat Al-Quwa Al-Jawiya Al-Malikiya 1–0 in the final.[3][4]

The opening match was a 1–1 draw between Al-Quwa Al-Jawiya Al-Malikiya and Al-Numan on 18 December with both goals being scored after extra time.[5] The replay of that game was played on 19 January with Al-Quwa Al-Jawiya Al-Malikiya winning 3–1 thanks to goals by Ammo Simsim and Abbas Hammoudi, with Namiq Yousif scoring for Al-Numan.[6][7]
