IE 11 insists on sending IE8 user agent

For some reason, IE 11 insists on sending the following UA:

Mozilla/5.0 (MSIE 8.0; Windows NT 6.0; Trident/7.0; rv:11.0) like Gecko

FYI, compatibility settings are off. What else can enforce this?
