UTF-8 supports any unicode character, which pragmatically means any natural language (Coptic, Sinhala, Phonecian, Cherokee etc), as well as many non-spoken languages (Music notation, mathematical symbols, APL).

The stated objective of the Unicode consortium is to encompass all communications. The few exceptions which are not supported well (like Klingon) usually have a roman-alphabet equivalent and/or have an unofficial private unicode code page.

If you're concerned about a particular language, you're better off asking about that exact and particular one.

see http://www.unicode.org/charts/index.html which shows all the major code blocks (character sets) supported by unicode. Typically a character set corresponds to a language family, but the correspondence is not exactly one-to-one.

chinese is 100% supported. with complications. there are multiple chinese character sets for digital representation, and there are multiple ways to achieve CJK input. – Barry A Dobyns – 2015-07-29T00:49:20.973

I guess I'm most interested in want languages aren't supported. More specifically are there countries that the internet would be meaningless because their language isn't supported(maybe they don't have a written language for example). That would make a clever science fiction story, but the answer to that (are there dark areas of the internet because of language or character script support) is pretty much no. The entire point of unicode is to make sure that there is no language in which digital communications is impossible. see http://www.unicode.org/standard/WhatIsUnicode.html for a explanation of the purpose of the Unicode Consortium.
