Account get locked out after first try Windows 7

I have windows 7 x64 Pro. I have 2 accoutns. One account has administrator rights and the other one just standard rights.

Account lockout threshold is set to 4 and duration to 5.

Now my problem occours when, I enter Control Panel as User and click on "add or remove account" under user accounts and family safety.If I log off as standard user and then try to login with the admin account, my account gets locked for 5 minutes even if i type in the right password to it.

If i dont click on add or remove account as user I dont' get this problem and the account lockout procedure always works. I have 5 tires and I dont get locked typing the wrong password.

Hope someone can help me
