To resolve this issue on Windows 7:
Start
button.Control Panel
.View by:
to Category
.View network status and tasks
under Network and Internet
.Change adapter settings
.Shared
in the Status
column in the Network Connections
window and right-click that device (e.g. Ethernet adapter, WiFi adapter) and click Properties
.Sharing
tab.Allow other network users to connect through this computer’s Internet connection
check box.OK
.These instructions may not be accurate for other versions of Windows besides 7.

Here are the steps to resolve the problem:
Win
+ R
services.msc
and press Enter
Internet Connection Sharing (ICS)
Properties
Startup type:
to Disabled

Check all your adapters, even the disconnected and disabled ones. I have an OpenVPN connection that I'm legitimately sharing (due to a Windows-only HSM) that prevented me from installing AnyConnect. – andyn – 2017-02-15T14:38:58.257
