No email received in Outlook web access unless forwarding is enabled to another account

I'm not receiving any email in Outlook (nothing in spam, trash etc), however, if I set up forwarding to a gmail address I can receive the mail. POP is disabled and shouldn't be deleting mail from the server so I can't fathom this one.

Has anyone else experienced this?
