Graphics-related "Slow motion" in Windows 7 64-bit OS, Persistant [Resolved]

What seems to be a DirectX problem in Windows popped up a few hours ago after a blue screen that was too fast to read the error code from. Its effect is that minimizing/loading windows are now slow. Not unresponsive, but the animation has slowed down. I play a lot of video games as well, and they run as though they're in slow-motion.

To be clear, my FPS is still amazing, my camera is responsive and fully-functional, but it's like every game I play is in permanent bullet time approximately half of normal speed, making me a crack-shot in single-player with the best response/reflex time on the block, but not so great for traveling between places. Pre-rendered videos [At video game startup] stutter their sound (Which they haven't done all week), and seem to play slower as well, but since I have less reference for how fast they should be playing, particularly with the stuttering audio, I'm not sure how much, if at all, slower they're playing.

System specs:
- FX-8350 chip
- GA-78LMT-USB3 motherboard
- nVidia GTX 560 Ti graphics card
- 8gig RAM
- Windows 7 Professional 64-bit 6.1 7601
- DirectX 11
- Could toss my whole dxdiag up [or similar diagnostic] if you need it, but seems like overkill at the moment.

So far I have tried system restore, thinking it might have been something in my latest installs or windows updates, uninstalling and clean re-installing my graphics card drivers, updating my graphics card drivers, and next I'm going to try a selective boot, checking my RAM, likely reinstalling, then checking hardware if it persists. But I really wanted to post this to know if someone has found something similar, or has any ideas at all (I'm fresh out).

Processor seems to be fine, doesn't get anywhere near maxed out. RAM similarly hovers between 25-30%. I don't think the graphics card redlines, but I can't be sure (Don't know where those real-time diagnostics are). Problems happen on both very old games (That my onboard graphics card would likely be able to handle) as well as newer ones (That my onboard would likely not be able to handle), and the slowdown is roughly the same speed in each.

I seem to have no other problems aside from these constant issues. I can still play flash videos (Youtube) just fine, as well as encoded videos (AVI, MKV, the like) without any problems, smooth video and audio, it's just the pre-rendered videos (like at the start of a game) that stutter.

There seems to be no dump file of the blue screen. The computer is six days old, run all of these programs without an issue since I built it last weekend, when today it's all slow, since the BSOD.

Update: Fixed it via computer magic. I ran msconfig, disabled all non-Microsoft startup tasks and services. Then reboot, and things started running at full speed again. Trying to find what it was specifically, I started enabling things again. All programs now run at full speed again, after a problem that persisted multiple hours, through dozens of reboots, and everything is once again enabled. The same computer, running the same programs previously had problems, and now does not. Thanks to anyone who read this, I guess.
