Send to mail recipient doesn't work lotus notes 853

Windows 7 ultimate 64 bit

If I go to Start > default programs > set your default programs > lotus notes mail > set this program as default and then select a word doc or picture, right click and select send to > mail recipient it tells me the following:

"Microsoft Office Outlook

Either there is no default mail client or the current mail client cannot fulfill the messaging request. Please run Microsoft Outlook and set it as the default mail client."

Even after setting notes as the default email client.

Any ideas on what is causing this?
