ping and tracert don't work, while netstat does on windows pc

I am relatively new here and I don't even know if I'm asking the qn in the correct site.
Please bear with me if I'm wrong.
In my command line netstat works, but ping and tracert don't.
I don't get the unknown command or batch file error.
I get "Request timed out." instead.
I have a windows 7 machine and all my firewalls are turned off.
