I see an email back saying delivery failed from the recipient's ISP. Is it safe to assume that the other recipients still got the email? Or is there some kind of signaling back to my ISP preventing delivery to any recipients and thus canceling the email.

This answer is correct. I do want to add that email delivery is never guaranteed. You can enable read receipts (http://en.wikipedia.org/wiki/E-mail_tracking), however even those are not fool proof, as many people/admins find them annoying and disable them on their end.
