Basically, I need to plaster the same picture 6 times on an image, so that after sending it to Walgreens for printing I can take the 4x6 and cut it up into six 2x2 pictures.

The GIMP is the most robust open-source raster image editor I know of, and it can definitely do what you've described. http://gimp.org

Usually the photo making software at CVS / Walgreens can do that for you when selecting what size pictures you want to print. Just take a photo of yourself that meet passport photo guidelines, take it to Walgreens on an SD card or something, and let their photo printer work its magic by selecting "Passport Photos". You'll be given the opportunity to crop, etc.
