Make input language equal to the keyboard layout

I have two language inputs and two corresponding keyboard layouts.

The language I can change with Alt+Shift, in win 7. The layout I can change with Ctrl+Shift

For some reason (randomly to my view) windows messes all this sometimes, mixing the first language input with the second keyboard layout...

As a consequence, the accentuation goes crazy, like pi~~nata, or proteg``e instead of piñata or protegè

Can I attach the first layout with the first language ?

If not. Can I display the current layout in the taskbar with two letters (EN), just like the language is displayed ?
