How to recover corrupt BIOS from an HP Pavilion TouchSmart 20-f394 All-in-One Desktop PC

Some time ago, I had a bad BIOS update on my secondary PC (HP Pavilion TouchSmart 20-f394 All-in-One Desktop). After that, nothing loads, no HP logo. Resetting the CMOS battery does not help. The HP tools partition on that pc does not exist anymore as the original hard disk failed. I downloaded the BIOS files from HP, and attempted to create a recovery USB, but does not give me an option to create a recovery USB.

EDIT 1: Attempted to use the .exe files from a different hp PC's BIOS update to create a recovery USB, and replaced the .bin files with the .bin file from my PC's BIOS file, it does not work, pressed the Windows key + B for a while and nothing. Following instructions from a similar question does not help as well.
