Need to have second wifi only opt-in

Question

I have a home internet wifi that cuts in and out but has decent bandwidth for most things and my phone can create a hotspot with limited download per month that I've set a separate network card to use.

so now I have 2 wifi adapters and a question; How can I have all programs/apps on my windows 10 pc use the home internet wifi and choose a few select programs(games, skype) that don't use a lot of data but are very picky with internet consistency to use the hotspot wifi?

I've heard of ForceBindIP but it sounds like that would only force one program to use a wifi but let all others choose(not good) or I'd have to use forcebindIP for all programs on my computer(not desirable)
