HP OfficeJet 4655 does not print in color under WIn10 version 1909

I cannot get a HP OfficeJet 4655 to print in color from an installation of Windows 10 Pro, version 1909. The printer prints in gray scale / black & white from Windows 10 and prints in color from a different computer. So it is not a hardware issue.

I tried the driver that comes with Windows directly and I tried the downloaded HP OfficeJet 4650 series Basic Driver, version 40.11. Both seem very similar but neither works. I cannot find any setting to enable color printing. I tried:

    • Advanced
      • Print processor
  • Color management
    • Advanced
    • Device settings
  • Printing preferences
    • Paper / quality
  • Advanced
    • Print-presets

(Sorry: I had to translate from German and I might have gotten a few of the exact names wrong).

According to some other "solutions" to my problem I found online (all for older Windows versions) I should have a monochrome / color selection in the Paper / quality tab, but I don't:

I tried to increase the Quality settings to Optimal, but couldn't get those to save: not in the print dialog of an application, and not from any of the three ways to access the dialog from the printer page under settings.

Any suggestion on how to get color printing enabled?

Update:

The machine from which color printing works is a Windows 7 Pro (64bit) and the driver is the same download that was linked above.

When comparing the Paper / quality pages on both machines one immediately sees the difference: the Win7 machine shows an option to select monochrome or color printing that is missing on the Win10 machine. I also compared the Advanced properties from that page and there is an option to select gray scale printing on the Win7 machine which is missing on the Win10 machine.

What OS is the other computer using? I found the HP Smart Windows Store application to be helpful with my own problems dealing with HP Printers. I would also compare the driver information from the other computer. – Ramhound – 2019-12-29T10:57:15.933

Remove the printer (first Devices and Printers and then Programs and Features). Restart. Now add the printer in Devices and Printers (do no use the driver download - let Windows 10 install it). See if it installs and works in color this way. – John – 2019-12-29T12:12:55.353

@Ramhound Imagehost changed. The HP Smart software does not help: It has settings for Scanning, Fax, network settings alignment and cleaning Nozzles, but no print settings (at least I can't find any meaningful ones). – Olaf Mandel – 2019-12-29T12:26:21.827

@Moab I tried that exact file as well as the larger "software utility" one. BTW: the date must be wrong as I have a local copy of the file with the same checksum but dated October 2017 – Olaf Mandel – 2019-12-30T10:26:04.937
