Desktop PC as a "server" for multiple virtual machines (without monitor, only rdp)

I have: Old desktop (AMD Athlon 860k 4-core, 8 Gb DDR3, Nvidia GTX 950, ssd, ups) with no monitor (but I'm able to connect temporary one for setup)

I need: 2-3 simultaneously running virtual machines (guest OS — windows 7) with ability to use them through RDP from another pc (apps on them are not heavy, and only 1 connection at once), remote management (create, delete, change configuration, start/stop/snapshot). GPU acceleration will be nice but not vital

Host OS — some kind of linux without GUI (to save RAM)

I have an experience of using virtualbox, but afaik it has no remote (network) management feature, also headless version is not really convenient for everyday use

How to solve this task using free software?
