GNOME 3 Overview Mode - Using return key to select window does not work if already hovered

Question

In GNOME 3.28 and 3.34 (the two that I use), one can use the Return key to select a window upon hovering over it. However, if the cursor already happens to be hovering over a window upon entering the overview mode via the Super key, the Return key does nothing until it leaves and reenters the "thumbnail". Is this a bug?
