MacBook Pro 2018 Retina - USB C ports charge the device , but external devices don't work

Question

I Have retina MacBook Pro 2018. It was fine few days go. Now all four usb c ports charge , but external devices don't work, the right two ports detect the device but, the device malfunctions, the left two port doesn't even send power to the attached device it seems. I used multipart USB hub and my phone plugged In directly. However, the right side ones charge the phone, the left ones don't, apparently left ones are acting like charge only ports. The right ports seem to power the USB hub , however, it no device or ethernet cable connected to hub is being detected by the device. I tried SMC reset, NVRAM reset. The apple diagnostic test didn't find any issues, so I am not sure if it is hardware issue or not.
