Filter google sheets based on cell value

Question

Is it possible to set up a google sheets filter based on a cell value?

I want to use this to make my filter dynamic so i can filter the range based on a value added in a cell, for example I want to filter all the addresses on Hasselt: example

This can easily be done by the filter function but we need to be able to change the adress on the fly. This is not possible if we separate data from filter.

This can also easely be done by using the filter function but this doesn't work fast enough if we want to filter several columns fast: update filter

Question: What formula do I need to use in the filter to achieve this?
