I plan on windows remote desktop on my s8, then outputting this to an external display using a usb-c connection and the samsung dex software.
Would the resolution of the external monitor be the same as my phone, or the resolution of the android windows-remote app, or something entirely different?

Remote Desktop allows specifying the desired resolution. In my experience most Dex apps run windowed, so I'd guess you'd be able to run whichever resolutions the app supports or allows selection of. – music2myear – 2019-11-18T03:33:21.593
