Windows 10 - Visio 365 - AltGr + " [ " (open bracket) inserts a " ’ " (Right Single Quotation Mark) instead

Question

On Visio 365 (Windows 10), when using key combination AltGr + " [ " to insert an open bracket, it inserts a right single quotation mark instead " ’ ".

This behavior happens

• only in Visio 365 and not in other Office programs like Word, Excel, etc.
• only in some parts of Visio, i.e. Texts, ShapeSheet cells, Drawing Explorer
• it doesn't happen when renaming pages in Visio (using the labels below the pages)

I'm using Windows 10 Pro with English (US) as default language but

• French (Belgian) regional format
• Belgium country
• Belgian French (Azerty) keyboard

It is not dependent on the keyboard used, because I tried another keyboard and also the on-screen keyboard, with the same behavior.

A workaround is to type the full ASCII key combination: Alt + " 0091 " for the open bracket. Nevertheless, I'd like to understand and possibly correct that issue to avoid the cumbersome ASCII key combination.

I've tried the solution found here but this doesn't really apply to me.

Has anyone an idea about a fix?
