I have 2 computers : Windows 10 1903
and Windows 7
both computers can ping
each other, win7
can access shared folder from win10
but win10
cannot access shared folder from win7
I have enabled Insecure Guest Auth
from Lanman Workstation in both computer.
this trouble happened since Windows 10
updated to 1903
some information suggest to enable SMBv1
on win10
and I did from Control Panel by Turn Windows features on
list, but some reason I did not find any SMBv1 on win10

Make sure Homegroup is OFF on the Windows 7 machine and the Homegroup service has been stopped. Make a user name and password of the Windows 10 machine on the Windows 7 machine . Make sure Network discovery and File and Print Sharing are both ON. Make sure password protected sharing is ON. Make sure SMBv1 is disabled or removed. Restart both machines and try again. See if they connect now – John – 2019-11-05T03:11:02.510
