Installshield 2015 Express not registering ActiveX libraries in C:\Windows\SysWOW64 folder

From what I've found, it seems to be related to newer releases of Windows, in that the process that used to work perfectly well now no longer actually registers the DLLs correctly.

Subsequent to installation of the image, you have to open an elevated command prompt, navigate to C:\Windows\SysWOW64\ and run regsvr32 for each DLL needed.

This failure to register the DLLs happens regardless of whether they have been set to "Extract COM Information" or "Self-Registration" as the Registration Type on the COM & .NET Settings tab of the file properties.

Is it a case of adding a post-setup custom action to register the libraries, or upgrade the version of Installshield being used to generate the installer, or choose not to install the libraries in the SysWOW64 folder?
