Why does the Snapdragon 8cx seem to underperform the 855?

The Qualcomm 8cx is Qualcomm's "high-performance" SOC for laptops, supposedly designed for better performance than the regular mobile offerings.

The Qualcomm Snapdragon 8cx has Kryo 495 compared to Kryo 485 for the 855, and I would think the devices it is used in would have less worry about power management and cooling. So one would expect them to perform better.

Yet devices with the 8cx seem to do worse than the top 855 devices on Geekbench benchmarks. For instance, the OnePlus 7 Pro is around 3500/11000 (single core/multi core). Or the Samsung Galaxy S10 and S10+ tend to have at least a 3500 single-core score, or even as high as 4000, though their multicore scores are all over. Yet the Samsung Galaxy Book S is around 3300/11000.

What is going on here?
