Microsoft flow "send email with options" failed because of the G suite Spam filter?

We met with a problem when we send out emails from office 365 and Microsoft flow.

In our flow there is an operation that will send out an email with two links, one will send an "approve" message back to the flow and another will send back "deny".

When the recipient of the email is within the office 365 domain or in outlook.com or even gmail.com, there is no problem. But we found if the user is in a G suite domain, sometimes from the flow side, we will receive randomly "approve"/"deny" response even when the use did not touch the email at all.

We find that the G suite spam filter may be the problem in this case. The spam filter will prematurely click any link/attachment in the emails before delivering to their destination mailboxes.

To solve the problem, At the user level, we will try to ask the user add our email address as a contact. This will make us more trustable to G suite spam filter?

At the G suite system level, can we request the G suite administrator so that we will be white-listed and do without the filter prematured check of the link?
