Enabling OLE Automation procedure for MSSQL Version Engine version 14.00.3049.1.v1 in Amazon RDS

I understand that the OLE Automation procedure is disabled by default and is not editable for MSSQL Engine version 14.00.3049.1.v1 within Amazon RDS. The modifiable property is set as false. How can I change it to true?
