Downloading Atomeye on Windows

I am running Microsoft Windows 10 Home, Version 10.0.18362 Build 18362. I am trying to download a software package called Atomeye.

Because I use Windows, they require that I first download Cygwin/X, which I did. They then provide an attempt an instruction in this README, but I am struggling to make heads or tails of it past the first instruction to download cygwin.

For example, they claim that step 2 should be

run /usr/X11R6/bin/startxwin.bat to start the X server

However, it appears that in order to start the X win server, one must instead run starxwin, which is often located in usr/bin

Finally, if I try to run their windows executbale, I get a series of error messages saying that cygwin1.dll and its ilk are not installed, and this message persists even after I reinstall them.

Perhaps the root of my problem is that I do not understand the instruction:

Then, copy A.exe, xterm.exe and all the .dll files to a PATH location,

What is meant by a "PATH location here"?

I would really be grateful for any and all comments; I'm sure someone has downloaded Atomeye on Windows before, and I don't understand why this is so difficult for me!
