install google cloud platform on windows 10 from cmd

Question

I'm not using the exe to install GPC SDK. I've downloaded the zip with the google-cloud-sdk and from cmd I'm trying to install with d:\google\cloud\google-cloud-sdk\install.bat. However, when it starts installation I receive the error:

ERROR: (gcloud.components.list) Failed to fetch component listing from server. Check your network settings and try again.

I found a solution for Macbook but I need help with Windows 10.
