The app utorrent is on the list of apps that should be unblocked by my firewall; tcp in and udp in are both permitted. However, when I go to torrent sites, I'm shown as firewalled, so I can download but not upload, as no incoming connections are blocked. This is frustrating when trying to keep my ratio on these sites as high as possible.
I have Windows 10 but have seen a lot of people with the same problem on Windows 7 as well. Any suggestions would be greatly appreciated.

3How did you determine that windows firewall is the issue and not port forwarding? In the range of 'where the problem is more likely to be', I am leaning towards network configuration especially since you seem rather confident windows firewall is set up correctly. – Andy – 2019-08-21T20:54:38.037
