Can I use OTG USB hub to simultaneously charge tablet and connect it to a PC

I think this question has been asked a few times, but not exactly the way I am trying to get it answered. So asking for my specific need: I have a Samsung Tab S4 that can be connected to a PC/Laptop using USB C type connector on the tablet side and a male USB connector on the PC side. The cable I need to use is long. Also the PC port cannot supply enough current to charge the tablet (even though I see "charging" symbol on the tablet it is in fact not charging). I saw the device on amazon linked below that has a charging switch. If you set the switch to "charging" then you can connect a peripheral device to the tablet while charging it via a wall charger at the same time. What I was wondering if I replace the peripheral device with a laptop and set the device to "charging" while having a wall charger connected, will this harm my PC? OTG USB Device
